News Letter 5 - November 1992

Progress on Version 2.00

After a couple of false starts in the summer and fall of 1991, we begain to make progress on our new version in the first half of 1992. I can report that we now have an Alpha version of Version 2.00 up and running. It is not polished or complete, but it looks promising. Version 2.00 should be available next summer.

Features of New Version 2.00

While earlier versions of Inter-Est were written in the language C and used an interface designed and written by Cammack Computations Co., Version 2.00 is written in C++ and uses an interface called TurboVision which is distributed by Borland International, Inc. with their versions of Pascal and C++. The use of this new interface enables the new version to use features that were not possible under our old interface.

Some of the new features are:

Uses Standard Dialog Boxes to open files, change directories, etc.

bullet

Uses buttons, scroll bars, input boxes, check boxes, radio buttons and spin boxes in a standard way.

bullet

Supports both Mouse and Keyboard inputs with standard handling of keystrokes and mouse clicks.

bullet

A character based interface that will work under MS DOS with monitors that do not support Graphics.

Disadvantages of New Version

The problems that some people might have with our new Version 2.00 is the same as the problems they would have in running most new style programs.

bullet

Version 2.00 is a larger program and will not run properly on machines with only 360K floppy disks. A hard disk or a high density floppy drive will be required.

bullet

The interface that controls the screen selections is slower; however, the actual computation should run at about the same speed as earlier versions. To get satisfactory performance a fast 286 or better will be recommended.

bullet

When introduced in 1993, support for state computations will not be as complete as it was in earlier versions.

Advantages of New Version 2.00

If the only result of a complete program rewrite was to make the program larger and slower, it would not make much sense. There are many major advantages to Version 2.00. Some of these advantages are:

The input is organized in a more efficient manner. Input of data should be easier once you are familar with the new manner of input. For example, you do not need to tell Version 2.00 how many periods of interest will be used. You just enter the payment data and Version 2.00 can figure out how many periods to use.

bullet

When you view the output on the screen you can scroll up and down and go back to examine numbers if you wish. You can even leave the output screen, look at your input screens and then return to the output screen without a recomputation.

bullet

Version 2.00 uses ListBoxes to allow you to scan Interest periods or Complex Items to determine which one to edit. This eliminates the need (as in Version 1.10) to use the down arrow key to scroll through a number of screens to reach the right one.

bullet

You can insert a new interest period in the middle of a series of periods without changing all the other periods. Periods are sorted by date and inserted in their proper place.

bullet

You can run a computation without saving your file to disk. Version 2.00 will not save your file to disk without your permission.

bullet

Interest Tables should be easier to edit. Instead of the free form text editor used in Version 1.10, Version 2.00 will use a dialog box to edit individual brackets. There is a provision to carry down bracket provisions which will substitute for the "search and replace" feature in Version 1.10.

Version 2.00 will have support for §6166(g)(3) penalty computation when it comes out. This new feature has been requested by some of the IRS Compliance Centers.

Summary

As you can see, our new Version 2.00 is designed to do the same job as Version 1.10, except that it will be more convient and easier to use.

Recent Changes to Version 1.10:

§6166 Computation Adjusted

A small change was made to the computation of estimated future interest where §6166 was not selected (the old §6166A). Also corrected an error that occured when the suspense account routines were added.

Correction to §2044 Computation

A small change has been made to the §2044 computation. It is a change to the computation of the second limitation of the foreign death tax credit as computed for the purpose of the credit for tax on prior transfers computation. This should not affect many computations.

New York Error Corrected

New York input for Limited Powers of Appointment did not allow you to input the correct data even though you answered 'y'. This has been corrected.

There was an error in the New York tax used to compute interest. The error came up when additional features were added for 2044 property and the tax difference for non-residents. This has been corrected.

Correction to §4980A Computation

It was brought to our attention that the 15% additional estate tax under §4980A was deductable as an expense or indebtedness of the estate. The authority for this position is §2053(c)(1)(B) of the Code. We have adjusted Inter-Est to add this item to expenses automatically.

Misc. Changes

Changes were also made in the computation of the adjusted gross estate for the purposes of §6166 and to state computations for Massachusetts, Connecticut and Tennessee.

Recent Changes to PRE

PRE updated

The built in table used to compute the present value multiplier used in Sch. S has been updated. You are allowed to compute your own present value multiplier for dates of death not supported directly by PRE.

Additional Printer Support

Inter-Est and PRE now support printer ports other than LPT1. A new toggle has been added to the Option submenu of the main menu. You can now print to LPT2 or LPT3 as well as the standard LPT1. Support is also provided for the serial ports, COM1, COM2, and COM3 as well. The serial port support has not been fully tested.
